Notification level to send mentions for authored resources or when mentioned

Currently there are basically two viable notification levels:

1. Getting mentions when @ mentioned
2. Getting mentions when @ mentioned or when subscribed

What would be nice to have is a way to only get mentions when:

1. Somebody @ mentions you
2. Somebody leaves a comment on a resource you authored (e.g. an issue, comment)

This removes the need for having to unsubscribe from an issue every time somebody @ mentions me for a single question.
