Prevent auto account creation in GitLab 8.14.5-ee with LDAP enabled

Greetings!

I have GitLab 8.14.5-ee installed with LDAP enabled. I would like to know if there is a way to prevent GitLab accounts from being created when a person with LDAP credentials logs in via Web Browser. I want the admin to create the account once the account is approved through proper channels and not have to worry about License being used up due to various people in the organization trying to access GitLab.

For now I have the following enabled in gitlab.rb block_auto_created_users: true

But this does not stop Licenses from being consumed by spurious logins to GitLab instance. As a prospective GitLab admin the last thing I want to worry about is running out of Licenses and having to do cleanup job.
