Add Integration between GitLab (timelogs) and JIRA (worklogs)

Hi, this is a feature proposal.

I'm using GitLab JIRA integration (http://doc.gitlab.com/ce/project_services/jira.html).

It would be nice to be able to add worklogs to JIRA. For example, a commit message like "Fixes PROJECT-1234 #time 2h".

I know GitLab Listener (https://github.com/allenta/gitlab-listener) already do this, but it's only available for JIRA Server and I'm using JIRA Cloud.
