Include active participants of an issue plus members of a project in list of mentionable users

It would be great if when searching for issues we could choose from a list other than the direct members of the project. Included in that list should be people who have created issues. Also people who have created merge requests. Cc @DouweM @yorickpeterse @rspeicher
