Dashboard Issues and Merge Requests should include those I've opened in other projects

I have a handful of Issues and Merge Requests I've authored in GitLab CE. In order to keep track of issues I've opened in other projects, I have to manually follow the Activity Feed for the project and/or visit the issues themselves periodically. It'd be nice to have the Issues and MR indexes on the Dashboard include those I've opened in open source projects (and would help to achieve gitlab-ce#8938).

This is what GitHub does with the Issues and Pull Requests page linked in their header. It would be pure hell to track all the issues and PRs I open on GitHub without these features.
