[JIRA] Add a branch filtering parameter

The jira module is great but there is a main problem with it: we cannot filter the branchs.

The idea is to add a regexp filter to send JIRA notification only on specific branch.

The real problem here is a project with multiple branchs. When a user do a rebase on a devel branch many JIRA are spammed without any interest. Filtering will permit to allow only some branch to send notification to JIRA.
