Add a link/button to each issue (and/or comment) that links to mailto:<issue-address>.

Potential use cases:

• Forward gitlab external information/files to the issue tracker
• Cc the issue tracker when sending E-Mails to gitlab external people
• This also enables to track answers in the issue system

Such links also exist in the Debian BTS.

Design suggestions: Add a link 'Reply by E-Mail' left to 'Attach a file'. Alternative: Add a button to the right pane near to "Reference" and the copy button.
