Add a way to schedule automatic nagging of issue/MR owner

In our setup, there's quite a lot of issues/MRs that are assigned to somebody, but no action has been done for long time. It would be cool to be able to set up automatic nagging for this person like "@d33tah, has any work been done" and so the person would get an e-mail notification every week/month/whatever. What do you think?
