Make "Browser artifacts" default, fallback to "Download" if artifacts browser unavailable

We should replace "Download artifacts" with "Browse artifacts" where possible, and fallback to "Download artifacts" when artifacts browser is not available (https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/2123#note_3195055).
