Add filter in admin/builds for better overview

A filter for Job Status will be added in Add filter to Jobs page for Job status (#293862 - closed)

Problem

Currently we only have the tabs Running, Finished and All. But Running does also show builds which are stuck because there is no runner assigned. I really would like a separate tab for builds which are stuck
