Inconsistency in assignee cannot merge feature

I don't know how to reproduce it, but something is wrong with either the UI, or the state of https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/15794.

  1. Visit https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/15794
  2. See both assignees do not have a Cannot merge icon
  3. Click Edit assignees

See an assignee has a Cannot merge icon.

What is the current bug behavior?

Cannot merge is shown for a user in one place but not the other.

What is the expected correct behavior?

Cannot merge should be shown in both places if it is true, or neither if not.
