Missing API to attach files in Tags/Releases

Since version 8.2, Gitlab does support "releases" with attachments of any type.

But it attachments are restricted in Gitlab UI.

Would be great enable it in API, when creating or updating tags/relesases - in special for use with Gitlab-CI execution cycle.
