Deploy Key Notifications Via System Hooks

Presently I don't see system hook events raised when a new deploy key is created or destroyed but I do see messages for keys created and removed for users.

This is something I will try and implement myself but wanted to add something to track it and see if there are any concerns / issues with doing this.
