LDAP ssh key sync sends email notifications

A customer reported that LDAP SSH key sync sends notification emails. Do we want this? The major issue arose from creating some testing servers, with LDAP enabled, that then emailed everyone from the test server saying an SSH key had been added. That's not good...

We suppress group/project add notifications with LDAP group sync so suppressing this email seems reasonable.
