[Group] Custom Project Templates are not accessible when creating a new project

Summary

When a sub-group is configured to use as a "Custom Project Template", I cannot see that template available when I go to create a new project as part of the group. I believe this is a recent regression as my configuration has not changed and the templates were available to use as a starting point.

Steps to reproduce

  1. Create a sub-group called templates
  2. Create a project foo in templates that can be used as a starting point for a new project
  3. Configure the group settings for "Custom Project Templates" by selecting the sub-group in the dropdown and "Save"
  4. Click "New Project" (as part of the local root level group) and select the "Create from template" option.
  5. Navigate to the "group" tab

At this point, I would expect to see my project foo in the list, but it does not show any templates (foo) available at the group level.

What is the current bug behavior?

There is no template to select from to create a new project.

What is the expected correct behavior?

I should see the project that I configured at the group level "Custom Project Templates"
