Add a tooltip to the SSO Enforcement toggle switch

Problem to solve

When SAML authentication is enabled for a group namespace there is no tooltip displayed under the Enforce SSO-only authentication for this group toggle switch to explain what it does.

Intended users

Group owners and maintainers that have the ability and access to enable SAML authentication for their organization's namespace.

Further details

When SAML authentication is not enabled for a group the following tooltip is displayed under the SSO Enforcement toggle switch.

Once SAML authentication is enabled, the tooltip is removed and is not replaced with another.

Proposal

A tooltip that explains what will happen once SSO Enforcement is enabled should be added after the toggle switch for enabling SAML authentication is triggered. The absence of this confuses users as to what exactly this feature does. Even though it's documented it would be ideal to have a quick tooltip that explains it without the user having to leave the page to learn more.
