Ability to add selected Kubernetes clusters to Operations Dashboard

Problem to solve

As an operator, I'd like to know the state of one or more kubernetes clusters at a glance. GitLab currently shows the "environments" view which shows all clusters and pods in use, however, health/state is not shown.

Proposal

Allow user to add cluster(s) to Operations Dashboard.

For clusters in the Operations Dashboard, show a summary level view of the cluster, e.g

• Number of Projects deployed to cluster
• Cluster health

Permissions and Security

Follows the security model of the ops dashboard
