Missing translation for `:invalid_source_to_project_rules`

Error Message: Approval rules translation missing. en.activerecord.errors.models.merge_request.attributes.approval_rules.invalid_sourcing_to_project_rules
This was originally reported in https://gitlab.com/gitlab-org/gitlab-ee/issues/10601 4 months ago. The issue in that case was sort of fixed because the error was even hit due to a different bug. However, we didn't address the actual error which is that a translation is missing (or the error is formed incorrectly).
Regardless, we now have 2 new reports in 12.x of people hitting the same error. We should actually fix the translation error, in addition to understanding why the customer hit the 'invalid sourcing' error.
