Empty security dashboard on public project with found vulnerabilities

Summary

Security dashboard for a project that is in a Non-Gold group but is public and has security vulnerabilities found shows as empty

Steps to reproduce

Create a new group (not Gold level). Create a project in it that is public. add some code that has vulnerabilities, run SAST, DAST and other security tools. Vulnerabilities are displayed in the pipeline Security dashboard, but the Project Security Dashboard the message states "We have found no vulnerabilities for your Group", but I am not looking at the Group Security Dashboard (which won't exist since the group is not Gold), but the Project level should show me the vulnerabilities for the project since it is public.

What is the current bug behavior?

Project Security Dashboard display "We've found no vulnerabilities for your group" even though I am viewing Project level dashboard

What is the expected correct behavior?

Project Security Dashboard should display the list of vulnerabilities for this project.
