Process template issue for determining latest version of scanners

We have many scanner tools right now. It is hard to determine what version of scanners we are using compared with what is the latest version without a laborious process.

• Create a page that is updated per-milestone which details the version of the scanners used with that release.
• Whenever changes are made to the respective parts of the codebase, the above page is updated.
