Include description change diffs when querying notes

After we have the diffs stored in https://gitlab.com/gitlab-org/gitlab-ce/issues/65776, we return this in the AJAX requests for notes so that it can be rendered by the frontend.

This is a GitLab Starter feature so it should only be returned if the project has the appropriate license.
