New project from group-level template appears in template folder

Summary

When creating a new project from a group-level project template, the default location for the project is the templates folder (subgroup). It's confusing and wrong.

Steps to reproduce

  1. Navigate to https://gitlab.com/gitlab-com/account-management/western-north-america
  2. Click New Project - Note that the Project URL is defaulting to the folder you were in
  3. Choose Create from Template
  4. Choose Group
  5. Next to customer-collaboration-project-template click Use Template

The Project URL is now the templates folder (subgroup). This is confusing and wrong.

What is the current bug behavior?

The Project URL deafaults to the templates folder (subgroup).

What is the expected correct behavior?

The Project URL should default to the folder (subgroup) where the user clicked New Project
