Proposal for further features to help us reduce MR cycle time

Problem to solve

We would like to observe patterns, which can help us reduce the time required to get an MR from start to finish. We worked on https://gitlab.com/gitlab-org/gitlab-ee/issues/12079, https://gitlab.com/gitlab-org/gitlab-ee/issues/12246 and have https://gitlab.com/gitlab-org/gitlab-ee/issues/13267 (to be worked with UX) scheduled. What additional information would be helpful in order to debug and improve our cycle time?
