pipelines failing due to connection issues to gitlab itself

Summary

Since yesterday we're experiencing failing pipelines at nearly every stage.

One possible error is

fatal: unable to access 'https://gitlab-ci-token:[MASKED]@gitlab.com/[group/project]/': Failed to connect to gitlab.com port 443: Operation timed out

The second variant is

ERROR: Downloading artifacts from coordinator... error couldn't execute GET against https://gitlab.com/api/v4/jobs/ID/artifacts: Get https://gitlab.com/api/v4/jobs/ID/artifacts: dial tcp 35.231.145.151:443: i/o timeout  id=ID token=TOKEN
