Missing Add Members

Summary

When we go to a project, newly created or previously existing, there is no way to add members. So we cannot grant permissions on them. This only seems to effect some of our projects.

Steps to reproduce

Go to the project, and click on Manage Access. The members select section is not displayed.

Go to the project, and click on Manage Access. The members select section is displayed and can be used.
