Fixing the currently unresponsive Settings API for QA

Currently the Settings API is set up and there is a Resource Object that should be able to create Settings and send them over the API to the project but this is currently not working.

This was created initially in (https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/14646) and should be enabled for the test after it is successfully repaired.
