Review moving deprecated tslint to eslint in typescript SAST analyzer

tslint with be deprecated and merged with eslint some time in 2019. At some point this will necessitate that we move our typescript SAST analyzer to use eslint. The end of this year (2019) seems like a good time to review the state of the tslint -> eslint merge and decide when we should make the change.
