Display dependencies a license is being used in

Problem

User doesn’t know how many libraries are using a certain license. This in the context of the License management settings area.

Solution:

Visualize the library/dependency data in license management settings.

• Display count of license usage. There may be cases where a license has a count of 0 - user may want to know this information.
• User may want to remove the approval. But not necessarily reflect (blacklist). May need to be undecided.
• Should be able to review licenses that have been classified (or not) and clean it up. It may happen that you no longer need to approve a license because the dependency has been removed. Therefore it may need to be blacklisted again
• Identify where the data would be useful - currently would be useful in the settings area. Related: https://gitlab.com/gitlab-org/gitlab-ee/issues/10536 (reverse data display)
