Auditing licenses already merged into a project

Problem

User is unaware of existing licenses already merged to the master.

• Scenario: a previously merged license is merged a 2nd (or more time) it will not be detected (won't be visualized in the MR section). This applies to any classification.
• User task: I want to see not yet approved licenses and approve them or not
• User task: I want to see all the dependencies that match blacklisted licenses

Solution

• Show dependencies related to a blacklisted license.

A license compliance report area, once we have this area we need to then have it shown across the group; may need engineering discovery. (@NicoleSchwartz )
