Display when blacklisted licenses have been approved

Problem

When blacklisted licenses are approved, using a License-Check approvers group: the project will then have blacklisted licenses, without awareness or an audit trail of the one-time approval.

Solution

Display one-time license approvals in the licenses management setting section. Data includes what license was approved and who approved it.
