Better text in Audit Events for Feature Flag Strategy Changes

Right now we print out the "raw" changes as follows:

We should improve this to be comprehensible text.

    Should we leave out the strategies for the default scope?

    How are these displayed in the UI?

    I think just having the array of hashes printed out here is ok for an MVC, but I'd like @mnichols1's confirmation on that. Perhaps we need to create a follow up issue to come up with something nicer?

    On the other hand, if we're now deciding to to include the strategies in the audit messages, we should already have an idea of what we want those to look like (even if we decide that we don't need to implement that straight away).
