Metrics dashboard alerting menu unavailable when additional panel types is enabled

Summary

The alerting menu associated with each chart in the metrics dashboard is not available when the environment_metrics_additional_panel_types feature flag is enabled.

Steps to reproduce

  1. Setup an environment with prometheus enabled.
  2. Enabled environment_metrics_use_prometheus_endpoint and environment_metrics_additional_panel_types feature flags
  3. Navigate to the metrics dashboard.
  4. See that the alerts dropdown is not present.
