Add arbitrary files to merge request for review purposes

Problem to solve
When using code or configuration generation tools, the input may be very dry, but the generated code or configuration may be much detailed and it is hard to review if the output is expected without manually reviewing the CI job traces. I want to be able to review the output in the merge request and comment on it.
Intended users
Primarily developers, although this benefits anybody performing a code review that wants to increase the scope of the review.

Proposal
As a reviewer, looking at a merge request, I will be able to add arbitrary files to the merge request, either uploading them manually from my computer or automatically from CI artifacts, so that they can be reviewed and commented on.
