Limit notifications for CI Minutes quota limit to group owners

Problem to solve

The notifications for CI minutes quota limit ("you only have x% remaining" and "x has exceeded its pipeline minutes quota. Click here to purchase more minutes.") are being shown to all users. This causes every one of our group members to contact us one at a time to inform us of the notification.

It would be better if the notification was only displayed to a certain type of group member, like the owners.
