Update Overview Section to be Contextual between Groups, Subgroups, and Projects

Problem to solve

• Epics are only at the group level
• We've received feedback from many users that they're having a difficult time finding epics when on the project level
• A major part of the confusion is simply not knowing what level you are at an a hierarchy (Group/Sub-Group/Etc)

Intended users

GitLab Ultimate users and Internal Gitlab Users

Proposal

Edit the title of the overview section to be contextual with the section the user is in, either a project, group, or subgroup.

• If a user is in a Group, title the section "Group overview"
• If a user is in a Subgroup, title the section "Subgroup overview"
• If a user is in a Project, title the section "Project overview"
