The dropdown for searching issues isn't styled properly

Summary

The issues list dropdown looks like it hasn't been styled properly. It's all blue with standard underline links.

There is also a problem with the sort dropdown

Steps to reproduce

Go to the issues list, click in the search box, a dropdown will appear. The dropdown looks like it hasn't been styled properly. It's all blue with standard underline links. I don't think it used to be like that, is this intentional? This happens for me in Chrome Version 75.0.3770.100 (Official Build) (64-bit).
