Notify MR subscribers upon commits on the source branch

Description

There is a merge request with people subscribed - the author, the reviewer, etc. Mail notification is sent to all when the MR is accepted. However, often there are changes in the source branch made as a result of code review or a discussion. When these changes are committed the subscribed parties are not notified. So, for example, the reviewer does not know when the author added a change, so that he goes and reviews again. The goal is to send notification emails to all subscribers in a merge request for commits on the source branch.

Proposal

Between the moment a MR is created and the moment it is accepted and applied, send email notification for all commits to the subscribers.
