Missing Resolve Discussion button for comments entered through the Commits list

When I go into the commits list, and click on a commit to see the diffs, if I enter a comment on those "screens", I do not see a Resolve Discussion button for my comments.

1. Create a branch from an existing branch
2. Create a diff in the new branch
3. Create Merge Request from the new branch to its parent
4. Click the Commits tab to see the branch commits
5. Make a comment on the diff
6. Observe missing Resolve Discussion button

For extra credit, if you go to the main MR view and click the Changes tab and make comments there, those get the Resolve Discussion button
