GitLab.com Private SaaS Runners (parent epic)

Overview

Jobs on GitLab.com are currently run on shared runners. Some customers may want their jobs run on dedicated instances, and we should consider making these runners available at a higher cost.

Proposal

• Introduce private runners for use on GitLab.com.
• These runners would draw from a separate allocation of minutes for a GitLab.com plan.
• No free access; paid consumption.
• Jobs would run on a dedicated instance spun up specifically for a single group's use.
