Add option to keep epic tree items always expanded

Currently you have to expand the tree items one at a time, and if you refresh the page, all the tree nodes will be collapsed again.

We should add a button or checkbox or something to expand the entire tree. This should also persist so next time you go to an epic tree, the entire thing is expanded.
