Update clair scanner to v11

~"Secure::Software Composition Analysis" team members.
Proposal
Review changelog, update the pinned version and make sure all test passes.
Testing
Find relevant test projects and make sure tests are passing with this new version.
What does success look like, and how can we measure that?
Our Container Scanning feature is leveraging the latest version (v11) of clair scanner.
