Repository import fails with "Cannot modify association"

Summary

We are trying to export/import a GitLab repository from one host to another. Unfortunately the import fails with the following import status:

"Error importing repository into <namespace>/<projectname> - Cannot modify association 'MergeRequest#suggestions' because the source reflection class 'Suggestion' is associated to 'Note' via :has_many."

Source version: 11.11.3 (Community Edition)

Destination version: 11.11.3-ee

Steps to reproduce

Export a project where a MR contains a suggestion and try importing it.

What is the current bug behavior?

Import status changes to: "Error importing repository into / - Cannot modify association 'MergeRequest#suggestions' because the source reflection class 'Suggestion' is associated to 'Note' via :has_many."

What is the expected correct behavior?

Import status is finished.
