It should be possible to disable Graphs section to comply with privacy laws

Description

The Graphs section in GitLab shows data about the individual user behavior of employees on a GitLab instance. This could violate the German data protection act (Bundesdatenschutzgesetz, BDSG). According to one customer, saving and analyzing data about individual user behavior of employees without their consent is a violation of the German data protection act. They say that this is especially critical because this information can be viewed by all employees that have access to their GitLab instance.

Proposal

Allow configuration to restrict the Graphs section.
