Issues created before start of milestone don't show up in burndown chart
Summary
!10328 (merged) shifted the logic for generating burndown chart data from the backend to the frontend.
The new frontend code fails to take into account issues created before the start of the milestone.

- Add an issue created before the start of the milestone to the milestone

What is the current bug behavior?
The burndown chart renders, but the burndown line is incorrect as it does not take into account issues created before the start of the milestone.
What is the expected correct behavior?
The burndown line should take into account issues created before the start of the milestone.
