Create a new EKS cluster as documented.

After attempting the same process on gitlab.com after creating the appropriate role with the External Acct# and unique ID, I cannot even attempt to create cluster ads I get Could not load IAM roles and Could not load regions from your AWS account

What is the current bug behavior?

When attempting to create a new EKS cluster, irrespective of group or project, after going through the prompts of putting all the required information and hitting "create cluster", cluster does not get created, and just continues to show the spinning progress wheel and displays "Kubernetes cluster is being created...". This persists even after server reboot or rebuild or infrastructure.

What is the expected correct behavior?

A new eks cluster should be created.
