Unlock Resource API

Problem to solve
When we deliver #15536 (closed), there is a situation where a resource may be locked forever (or until the timeout #118434), we need to provide a way for the user to unlock the resource.

We will provide two methods to achieve unlocking of a resource.

Proposal
Add an API that unlocks the resource
This should terminate the job that is locking the resource.
Similar to canceling a job POST /projects/:id/jobs/:job_id/cancel
