Update Jobs detail page banner to include CTA to buy more CI mins

Problem

The current Job detail page Alert Component banner notification does not include a CTA for users to buy more minutes when their quota expires.

Proposal

Update the Job detail page Alert Component banner notification to include a CTA (call to action) for users to Purchase More Minutes and link to the purchase page.

The Purchase More Minutes link should go to https://customers.gitlab.com/subscriptions/new?plan_id=2c92a0086a07f4a8016a2c0a1f7b4b4c

Dependencies

• Confirm where the "Purchase More Minutes" link should go Discussion
• Whether the plan_id in customer portal for upgrading would change for any reason. Discussion

Result

Users are able to easily purchase more minutes once their quota expires.
