Enabling markdown in Admin notes
Problem to solve
The "Admin notes" (Admin->Users->$USER->Edit->Admin notes) functionality allows admin-level users to share notes about specific GitLab users. This feature is used on a daily basis by Support and Abuse teams to transfer knowledge and state about why particular accounts were blocked, and similar.
Currently, "Admin notes" is a free form text field that does not allow any formatting - all text, including line breaks is stripped upon display. When an admin-level user tries to add several URLs, or larger chunks of text, the end result is a hard-to-read blob of text.

Proposal
Enabling markdown on this field would address the issue by allowing admin-level user to provide formatted notes in a familiar way, since markdown is present across GitLab extensively. The end result would be a format-rich display of Admin notes that would make for a greater user experience for Support and Abuse teams.
Testing
Enabling markdown on the Admin notes field could have some formatting impact when displayed on the user profile accessible to admin-level users. This needs to be tested to ensure that certain markdown formats would not mangle the user profile page.
