stages are running out of order in 11.11.2-ee when adding more runners with pending jobs

After upgrading to latest gitlab version and gitlab runners (we use docker executor) stages are running out of order! It's the first time we see this, and sice we have dependencies between stage we have failed builds.

We also are missing some execution times for certain pipelines.

This happens when adding more runners for about a dozen pending jobs to be built.
