Upgrade GitLab-managed apps to Helm 3

As GitLab Managed Apps rely on Helm, upgrading to Helm version 3 provides the many benefits it brings. Users of GitLab Managed Apps can now rely on the increased security and stability provided by Helm 3. Beginning with this GitLab release, newly attached Kubernetes clusters will use Helm 3 to manage GitLab Managed Apps. Together with these changes, we are providing documentation on how existing clusters can be upgraded to use Helm 3.
